Is Uno a skill or luck?
Uno is a family card game that is based substantially on luck, but also on a certain amount of skill, strategy, and common sense too. One cannot win at Uno by luck alone. If no skill, strategy, or common sense is applied, one would not win by “luck” so to speak, but rather by chance.
Can you finish Uno with a draw 4?
Yes, you can end the game with an action card. If it is however, a Draw Two or Wild Draw Four card, the next player must draw the 2 or 4 cards respectively.

It’s a hard truth, but UNO has officially confirmed that +4 or +2 cards cannot be stacked — at all. Apparently, if a player puts down a +4 card, the next player must simply draw four cards and skip their turn. No stacking allowed.

This will keep that player continually drawing cards until they draw one that can be played but also gives them an additional amount of cards in their hand. You can also try to control the color in play.
How are the points calculated when playing Uno?
When scoring UNO, the points you give the hand winner are based on the cards left in your hand. The number cards are tallied by face value, so the 9 is worth 9 points, the 8 worth 8, and so on. Since you don’t want to be left with a lot of points in your hand to give the round winner, play your highest numbered cards first.
